If you're trying for "OR", depending on the processing step, you could try using the "Use a picklist to select..." option on the processing step versus using the Conditionally option. By using a picklist, you can upload  a list of states (as per your example) as the Option Name and then the asset ID for the email, landing page, shared list, etc. for the Option Value. This helps avoid multiple processing steps all using different Conditionality.

 

Just upload the values and IDs into a Managed Picklist

For emails and landing pages the asset IDs are easy to find by using the URL that appears when you have the asset open within Eloqua:

https://secure.p03.eloqua.com/Main.aspx#landing_pages&id=115


Then update the processing step to "Use a picklist to select...", choose the applicable form field and the managed picklist you uploaded.Capture-PicklisttoSelect.PNG
