One of the things I've seen be very helpful in weeding out candidates is actually having them build in a Sandbox environment, depending on the role/skill set required you might want to vary the build but for example just a campaign manager type person should be able to build a simple, successful campaign with very minor criteria (it should use these logos and provide the logos, it should have X landing pages and forms and X emails and be sent to these people jon@internalemial.com etc.) From there you can see their true execution skills. For more advanced skill sets you could ask something similar but varied (build a washing machine, outline process for integration of CRM to Eloqua, etc.). Some agencies I've worked for made the more senior candidates do presentations as if they were running a lead management workshop, etc. Some of this is very agency specific but some of it isn't and still helps really distinguish who is and isn't capable of the skills you need.
